Before the truck moves you can see the extra covering (silver) to hide what's behind the truck. This is to conceal Angel driving off the truck where the people can't see. The freeway "accident" was staged & acted out to add drama to the TV episode. When they film this stuff, they get permits to block off the roadway so "normal" traffic won't come in and cause a real accident. Hence, everyone acted out the "accident" like they other guy came out of "no where". Boring!
